an interview with abc news on friday, something that many of his allies have called on him to do to face tougher questions amid concerns about his debate performance. but it comes as you're starting to see some cracks in the democratic coalition congressman lloyd doggett becoming the first democratic lawmaker to call on the president to step aside and some other democrats have openly suggested they believe biden would lose if he were to remain at the top of the democratic ticket. now a lot of discussion has also focused in the past 24 hours on vice president kamala harris. uh, you had former congressman tim ryan on our air just moments ago. say he believes that biden should step aside and that harris should be at the top of the democratic ticket. a really vice president harris publicly has batted down those suggestions, including in this interview with cbs yesterday, take a listen joe biden is our nominee we be trump once em, we're going to meet him again appearing. are you ready to

that's right, sarah, they really want to keep the attention right now on the hand-wringing from democrats and people within their own party over biden's performance in the questions around whether he is fit to serve for another four years. >> and look, we saw for this play out earlier this week, and i'm gonna give you just an anecdote to sharpen my point here. so last week in the days before the debate, donald trump's team, we've learned, was actually planning a potential vice presidential rollout for july 9. we know from my reporting with our colleagues, kristen holmes and steve contorno trump aide aides, as well as people on their planning team, had traveled to miami where trump's doral resort is to begin preparations for a rally that rally still slated to continue on july 9th, but we had been told that that was the potential setting for where trump might make an announcement. now, of course, i will also add the heavy dose of skepticism that we continue to get from trump's top advisers,

which is when donald trump is ready to make this announcement, he will make it until them, it's still very unclear and to hone in on that even further, they had said, even if we were to have this announcement and we were planning for some of this, there were no signs being made hidden in war and warehouses. there were no branding or merchandise with donald trump's name and the top three contenders, we know that are on his shortlist. that includes senator marco rubio, senator jd vance, as well as north dakota governor doug burgum but in the aftermath of what happened with biden's debate performance that is shifting. i will also point out that they had also been looking at his potential sentencing on july 11. now we know that after the supreme court's decision on monday, that he is immune for official acts while president and now that's been pushed to september. that has also changed the dynamic around this. there were discussions there's over whether announcing his vice presidential pick could be a distraction from that sentencing date. that's no

longer an issue. and so it's very unclear now, when this announcement will come. but of course, a lot of calculation behind the scenes about wanting to keep the attention on joe biden and his campaign at this moment, sarah? >> yeah, the democratic and fighting the best district fraction for the donald trump campaign at this point in time alaina trini. >> thank you so much, john. >> with us now is congressman lloyd doggett of texas, the first elected democrat in congress to call for president biden to step aside in the selection. congressman, thanks for being with us. you made the announcement yesterday you're on with anderson last night talking about this. i'm curious since then, what have you heard from your colleagues and congress, other democratic members? >> well, i'm hearing some positive comments and i'm also hearing some silence you know, yesterday in washington state. and in main two of my colleagues predicted a donald trump victory in-between you've had tim ryan and a number of

other people who are not currently in office expressing concern about the president my concern is that a criminal and his gang are about to take over our government. and we may never get it back what we need is the enthusiasm in the excitement that has been missing there that president biden has lagged for a year behind trump the debate instead of adding momentum added disappointment, and disillusionment the idea of having a new person who might excite all those double haters, that there's another alternative out there and bring us together would give us a much better chance in the fall than we have right now. i think what you'll see in coming in days if the numbers stay the same or grow even further apart you'll see democratic candidates who all of our senate candidate and said been leading in state. well ahead of the president, people began to distance themselves from the president. and we will be in a very difficult position. >> do you know of any other members who are going to come

forward today i don't know who will come forward today, and i understand some will not because they're not in my position. >> you know, you can tell by looking i'm not a new member of congress. i'm not starting my career and concerned about what might happen and do it by taking a position that is different than the president. and i also am not most endangered democrat. so i felt i was in a position to speak out about what i was hearing from so many of my colleagues and say, we need a different course. we can prevail in this election. we can elect the democratic house and senate but not perhaps if we stay on the course that we have been on for the last year not just about one night, but about all the months that have proceeded now, let me ask you a follow-up there is your concern that president biden can't win in november or is your concern that president biden can't lead after november well, i

think the two are intertwined and i think president biden has had remarkable accomplishments, though he did not defend them very well in the debate and that trump has had incredible repetition repetitive lies that his whole campaign is based on i think that president biden doesn't necessarily needed a new test, except the test of public opinion by being out with journalists like you appearing on shows like this. the answer, the tough questions, and to demonstrate beye his conduct that he doesn't have to have a teleprompter for every occasion doing that would restore some confidence. i just think that some of the damage that was done in this debate will be very difficult to overcome. why take a chance when there is a better alternative? >> since thursday night, people who have come forward, you're the first elected democrat, but there have been others on the

margins and columns and like have come forward saying that president biden shouldn't run the biden campaign either directly or indirectly has called embed winters what do you think of that label well i think they would be better off demonstrating that this president is fully able and capable to take on all comers, all questions all pesky journalist who might want to ask him something he doesn't want to answer and it's troubling that since thursday while there's been this big rally around, are man approach and discouraging public opposition of any kind that we haven't seen the president and out doing just that some events like he says, he will do one of this week are what we need almost every day to demonstrate that what we saw last thursday night is an aberration what does that tell the kind of right what it tells me that it tells me there either pursuing

the wrong strategy are they have a property? >> let me ask you finally, there was semaphore reported this morning. there was a conference call last night from american bridge, which is a super pac discussing what they think democrats should do going forward. james carville public gala will reportedly on it and there were concerns expressed on this call about replacing president biden with vice president kamala harris. and one person, dmitri mehlhorn, who was an advisor two, reid hoffman at linkedin, a big democratic and biden supporter, said, reportedly according to some before this quote kamala harris is more threatening to those swing voters than a dead joe biden or a comatose joe biden. in other words, you might be worse off with the vice president at the top of the ticket. what do you think about that well, i haven't seen the report, but i can tell you, i think she's a talented woman and someone who should be in the mix but this is not a matter of just passing the mantle to her.

last 40 years have made landfall here in jamaica. but the reality is that they have felt the effects of many others and people are used to that. but what they're telling me is that it doesn't really happen this early in the season. they're used to facing dog can challenge in the month of august timber, and october. but not in july. and if you think about it, the hurricane actually formed at the end of june, right at the beginning of the season. we have also heard from the prime minister who's asking the population to protect themselves to make use of shelters top government official telling cnn that as many as 780 shelters are available for people who may need them. let's take a listen to the what the prime minister had to say. to people who might be in the path of hurricane if you live in a low lying area and the area is a harakat, the prone, to flooding and landslides or if you live on

the elected officials, party actors to try and get buy-in to leave at this particular point though, the democratic activists are not necessarily going to put the pressure on joe biden because the fact of the matter is most democratic voters, 230 want joe biden to stay in this race. they don't want him to quit kate. >> but how does how does this compare and what you can compare to in terms of past incumbents who then decided to not run for reelection, right? >> there are two incumbents who were going to potentially run in the decided to get out of 1952 was harry s. truman in 1968, was linda baines johnson. so look, they quit before the nominations were decided, right? they quit as the primary season was going on. this is the choice for nominee for before and come. it's quick. look in 1952 with harry s. truman, look this, he was well below 50%. he was just at 31%. he was losing the primaries to s, this coef offer at 30 5%. but look at that 31%. that is wet way, way low, just 66% of democrats right now, one joe biden stay in the race. this was just 31% for truman back and 52. how about lyndon

johnson and 68 after rfk entered the race, rfk was lead getting an a democratic primary, 44%. look at this. lbj was just getting 41% of the democratic vote. this is these numbers are far worse than what joe biden is facing right now among the democratic electorate. yeah. overrule. voters went on leave, but democratic voters, like joe biden, the numbers joe binds getting right now, don't look anything like the last two times the democratic incumbents decided, you know what, it's time for me to step aside if the, if this landscape is not what joe biden is looking at, is there a scenario that joe biden would joe biden's up against is more more like yeah. >> how about the last incumbent who had approval ratings about as bad as joe biden did among the overall electric, think he should quit the presidential race back in 1992. remember, george hw bush face papi. can that primary, it wasn't too serious. he won all the primaries, but there were still some inkling for him to get out of the race but this polling was taken after he was the presumptive nominee, 24% of republicans thought that george

hw bush, so get out of the race, compare that now 32% of democrats think that joe biden chagall others, these numbers look a lot more comparable than the 52 or the 68 scenario. look, this number could change, this number could go up but at this particular point, the numbers that joe biden is facing amongst his space look a lot more like 1992 when george hw bush not only state in the race, but he ran hard, obviously lost that november to bulk clinton. but this number looks a lot more like an incumbent who's going to stay in the race than one who's going to get out. >> very interesting in this moment, in time, we'll see what happens days and weeks down the road. >> thanks, harry. thank you, sir. >> all right. thank you. both. the biden campaign is pushing back against questions about the president's mental fitness and knocking down are trying to those calls for him to drop out of the race joining me now is democratic congress min, robert garcia of california, long beach, in particular you are on the biden campaign national advisory board. thank you so much for joining us this morning. this is a tough morning. there's a lot of reporting going on. we've got

reporting from cnn that some democrats have been demanding president biden get out of the presidential race this week we've seen congressional democrats having grievance fes over biden during a plea planned meeting that as according to axios, you are on the campaign advisory board are members of the campaign freaking out this morning? look, there's there's no one's freaking out. i think what's really important is that people are united behind the biden harris ticket obviously the president did not have a great debate night. i think everyone recognizes that but remember, joe biden is the one person that has beat donald trump. and we're also looking at the same number because it, you all just looked at right now, the reality is that the base of the democratic party, the grassroots, the democratic party, is behind joe biden. it's not just the polling you just went through. look at the fundraising, the campaign had the single largest fundraising day, right after the debate within hours of the debate we broke our fundraising records

and so people are uniting behind joe biden look, people are going to have different opinions. i understand. people want to beat donald trump. and so folks are going to feel very passionate in this moment. but i think as a day's move that forward, you're going to see the party once again harder time joe biden, we're going to beat donald trump and joe biden has the record and the agenda. do it congressman is nobody concerned in the campaign about this? we're seeing so much reporting that there is a great deal of concern about whether joe biden can when considering not just what happened during the but after the debate, there are people now coming forward saying he's having caused and the division's he's having trouble dealing with his everyday work i strongly believe that campaign it's always been prepared. >> first of all, three really tough election campaign has been saying since day one, this is going to be a close race that has been now for over the course of the last year in any

kid p you're going to have tough weeks. you're going to have tough days. and so of course the campaign, all of us, everyone is listening to what's happening on the ground, to what members of congress are saying to what our voters are telling us. but let's be crystal clear. the base of the party has nominated joe biden to be the nominee. millions of people have nominated across this country for the biden harris ticket. that she's going to the convention. and of course folks are giving their perspective, their opinion, the campaign rightly, so we'll make adjustments like they always do, but we have the person that is lower the cost of health care is fighting for abortion rights, standing up for marginalized people that is our nominee. we're proud of joe biden and i'm personally behind him, 100% i want you to listen to this argument from democratic representative lloyd doggett, who just spoke to our john berman. he's of course, out of texas. and the first elected democrat to really break ranks because and come out publicly and say, look, the president needs to stop

running. here's what he said my concern is that a criminal and his gang are about to take over our government. >> and we may never get it back. what we need is the enthusiasm in the excitement that has been missing there that president biden as lag for a year behind trump the debate instead of adding momentum, added disappointment, and disillusionment the idea of having a new person who might excite all those double haters, that there's another alternative out there and bring us together. would give us a much better chance in the fall he also argued that democrats down-ballot are concerned and may pull away worrying that biden might hurt their chances. >> how do you respond? >> i respect obviously, people's different opinions. >> and lloyd is a great colleague. the one person that is defeated donald trump in this entire world is named joe biden joe biden has one rightfully so the nomination of millions of grassroot democrats

across this country the idea that somehow we're going to discard the voters of this country. we're going to discard the democratic base for this country i think is not productive. we are uniting behind our nominee and or vice presidential nominee. he has the record defeat donald trump. i think obviously you're going to hear a lot directly from joe biden in the days ahead through interviews, through rallies, through events. and i think as we move forward, the important thing to focus on if lloyd this part of lawyers is correct, we all want to defeat donald trump. he's a danger to democracy. he wants to be an imperial president and the person to defeat donald trump is going to be the joe biden, kamala harris ticket. >> but it doesn't sound like that all the democrats are united behind joe biden, although they are not all coming out publicly but it isn't just the democratic congress members and insiders, voters are saying to share some of the same sentiment. you did see that two-thirds of democrats democratic voters, one him to stay. but if you

look at the cbs yougov poll that just came out, about 69%, nearly seven in ten people polled said biden shouldn't actually run for president as his campaign adviser. how can joe biden win the presidency when you see numbers like that, knowing how close, how tight this race has been pulling, this pull time with mostly donald trump being up we're going to remind voters every day that donald trump is a danger to democracy and to our country. and we're going to look at the fact that the grassroots, that democratic voters in this country want joe biden to be in this race. they want him to stay in this race and they want him to fight like hell to win and like joe biden, 70 just recently said when you are not down, you get back up and continue to fight. that has been the story of joe biden's political life, of his personal life. and he he's been there for this country and we're going to be there for him. and let's be clear, we have months we have months before the

election, and we're going to spend every single day reminding voters that donald trump wants to destroy our democracy and be an imperial president that is going to be the contrast. and there is going to be a binary choice this november. and i recommend all folks to get engaged, get involved, and we're going to work very hard to ensure that joe biden beach, donald trump, you're not worried at all about joe biden as the next presidential candidate for the democrats? >> oh first of all, we should all be worried every single day about donald trump. and of course, every single campaign, there isn't a campaign in recent memory that we're not all concerned and worried about. how elections go. i think that's natural we are. and of course, as a party right now, we're of course, there's folks that are concerned. i understand that. we also had a bad debate. i understand that. but the important thing is we have a nominee elected by the democratic voters of this country. he is or nominee. we're going to get behind him and we're moving forward to beat donald trump all right. congressman garcia. thank you so much for coming on. we'll be right back celebrate.
